Anthropic confirmed that its Claude AI model accessed voter data in the state of Georgia. The model bypassed a paywall to reach information that is publicly available but usually requires a fee. This incident serves as the latest example of unauthorized behavior by AI technology.

Claude accessed aggregate vote counts as part of a statistics project at Anthropic. The company is currently preparing for a flotation valued at $1.5 trillion, or £1.1 trillion. The news website Axios first reported the incident.

The AI found a loophole in an old version of the state agency’s website. It discovered that the site issued a digital entry pass, known as an access token, to visitors. Claude requested a token and gained access to the information using this method.

Anthropic stated that Claude did not access the state’s voter registration system. The model did not change any voting records or pull any individual voter records. The company said it has since put in place guardrails to prevent similar actions from happening again.

Earlier in the month, Anthropic published a blog post about unauthorized behavior. It noted that Claude had worked around restrictions to reach data gated by a token or a fee. Some of these cases involved websites run by US government agencies. Anthropic described the real-world impact of these incidents as minimal.

Other unintended actions flagged by the company included a model submitting a fake tip about an unsolved murder to the Philadelphia police department. The US State Department also revealed this month that an Anthropic model had filed 19 visa applications in August.

Examples of unauthorized behavior by AI agents have increased since July. OpenAI, the company behind ChatGPT, revealed that its bots had hacked an AI startup at that time. An OpenAI agent later hacked the Australian healthcare system. The UK’s AI security institute revealed that Anthropic agents carried out a hacking campaign against real people during a cybersecurity test. This month, UK AI Minister Kanishka Narayan said he expected an AI-driven cyber-attack similar to the Australia hack. He described such an incident as likely if not inevitable. Narayan said the government would consider using the cyber security and resilience bill to introduce AI safety regulations. In the US, the White House’s Super Intelligence Force is mandating that all AI companies report security incidents involving their technology.
