Pete Hegseth's FORTRESS America Plan Sparks 90-Day Blackout Rumors
Experts clarify that the new military readiness framework is a contingency measure for cyber and physical threats, not a prediction of an imminent national power failure.

Social media feeds in Tennessee and beyond are filling with viral posts predicting a nationwide power outage lasting 90 days. These claims gained momentum after U.S. Defense Secretary Pete Hegseth presented a long-term strategic document on September 30. The online narrative suggests the government is preparing for an imminent blackout, but military analysts describe the initiative as a contingency plan rather than an announcement of active hostilities.
The framework, designated FORTRESS America, aims to ensure the U.S. military can fight and win under any circumstances, including severe cyberattacks. Sean Evans, a political science professor and chair at Union University, noted that the plan reflects growing concerns about sabotage and digital threats. He explained that the military intends to maintain a 90-day supply of energy and backup ammunition to sustain operations if external networks fail.
The strategy is built on five specific pillars: energy independence, supply-chain resilience, a strategic defense reserve, installation hardening, and cyber resilience in space and spectrum. Under these guidelines, every military department and defense agency must be capable of operating independently for at least 90 days. This independence requires secure access to water, electricity, fuel, and communications without relying on external civilian infrastructure.
Experts emphasize that the initiative is a preparation tool, not a declaration that a blackout is already occurring or scheduled to begin. The focus is on ensuring the defense industrial base and military installations can withstand modern-day attacks that might disrupt power grids or supply lines. The plan mandates that each agency stockpile necessary resources to maintain full functionality during a prolonged disruption.
The strategic document does not specify a timeline for when these 90-day reserves will be fully deployed or tested in a live scenario. It serves as a baseline requirement for all defense agencies to demonstrate operational continuity. The initiative responds to the observation that more nations are engaging in cyber operations, prompting a shift toward self-sufficient military logistics.
